Abstract:After analyzing current master plans of scenic spots, the author thinks that most of them are the products　of exiting planning method under "hard system concept," which means to have dynamic control realize a　static goal, In fact, the system of scenic spots is a "soft system" which means even the planning goals are　changeable under circumstance of social economic change, Furthermore, this paper gives a new frame of　master planning of scentic spots based on the concept which is mentioned above .
