The Mismatch between spatial distribution of urban population and industrial Structures—Common Blunders Made in China’s Comprehensive Planning

摘要:Planning for the rapidly growing urban areas in China is a big challenge for planners. According to certain national codes, urban comprehensive planning must provide specialized research reports on both urban population growth and industrial development. However, most existing planning practices in China today merely interpret urbanization as a spatial concentration of population while neglecting many other aspects of urbanization such as taking non-agricultural occupations or acquiring an urban way of life by agricultural population. This situation has resulted in a mismatch between the industrial and population studies produced in the comprehensive planning, which further contributed to the emergence of new urban problems such as “urban village”. Based on the case studies of one urban comprehensive planning in Yunnan, China, this paper attempts to discuss the meanings of urbanization that are considered as applicable and important in the contemporary planning practices in China. In addition, this paper also tries to discuss the relationships between the different specialized research reports included in the urban comprehensive plan.
